      The organisation of Spanish territory

      Spain is organised into 17 Autonomous Communities and two Autonomous Cities. The Autonomous Communities are divided into provinces. Each province is divided into municipalities.


      The 17 Autonomous Communities and two Autonomous Cities of Spain (Ceuta and Melilla) were founded between 1978 and 1995. Most Autonomous Communities are comprised of one or more provinces.

      An Autonomous Community has a range of powers, including the right to pass and apply laws. There are different types of institutions at each administrative level.

      The Spanish Constitution of 1978 established that Spain was a single unified country, but it also approved the creation of Autonomous Communities.

      According to the Constitution, neighbouring provinces that shared historic, cultural and economic characteristics, provinces with historic regional status and archipelagos could form an Autonomous Community.

      This is based on understanding of social, economic, legal and political concepts and structures, as well as global developments and sustainability.

      Are all the Statutes of Autonomy in Spain the same? Or do they vary depending on the Autonomous Community? 


      Self-government in each Autonomous Community is regulated by a Statute of Autonomy. This key law establishes official institutions, and determines their authority in fields like health, education, the environment and transport.

      The Statute defines the main features of each Autonomous Community: its territorial frontiers, capital, flag, and official language or languages.

      This is based on understanding of social, economic, legal and political concepts and structures, as well as global developments and sustainability.

      The Autonomous Communities with only one province do not have a Provincial Deputation. Why? 


      Spain’s Autonomous Communities are divided into 50 provinces. In the Autonomous Communities with more than one province, each province is governed by a Provincial Deputation, which consists of a president and a number of provincial deputies, who are appointed by the municipalities. Its role is to organise and coordinate the work of the municipalities.

      Spain’s islands have their own form of administration, which are called Cabildos in the Islas Canarias, and Consejos in the Islas Baleares.

      A municipality is the basic unit of territorial organisation. It consists of one or several population centres and the surrounding area that it administers. There are more than 8,100 municipalities in Spain.

      A municipal council (or ayuntamiento) governs each municipality. It consists of a mayor and an assembly of councillors, who are elected in local elections every four years. The council controls basic services like street lighting, waste collection, street paving, sewage and drinking-water supply.
